"Бедные родственники" (б.р.)- это категория граждан, которым при их намерении выехать за рубеж на постоянное место жительство (а также и в гости или в туристскую поездку) их бывшие жены или мужья при наличии общих детей, или их родители не давали нотариально заверенного разрешения на выезд до удовлетворения финансовых претензий. Вплоть до распада СССР и принятия Закона о въезде и выезде проблема б.р. часто использовалась властями для отказа в выезде.

As UCSJ sees it, given the government's hostility and paranoia about foreign human rights NGOs, Patrushev's accusation that a Danish NGO is collecting "biased information" concerning events in the North Caucasus, is a broad instance of chilling intimidation, calling into question an NGO's independence to report on incidents as they see them.

Two harbingers of bad news--A poll from Krasnoyarsk, Russia shows strong levels of xenophobia and significant support for violent action against non-Russians. The same week, a poll from Ukraine finds that 1/3 of respondents don't want Jews to live there, and that the numbers are even worse among younger people.
