Two Nigerian students were attacked by a group of youths outside a store in Vladimir, Russia as police allegedly stood by and watched, according to a November 14, 2007 report by the local newspaper Khronometer. On November 3, the Vladimir State University students went to a store to buy some candy when they encountered a group of seven or eight youths who immediately started to yell at them. The students went into the store, and when they came out, they were attacked with bottles and fists and kicked multiple times. Police responding to their cries for help allegedly stood by and watched, not detaining anybody, and only offering a limp suggestion to "Disperse, there's no need to fight." A police official was quoted in the article saying that police are in the process of deciding whether to open a formal investigation into the attack.

с 10 по 15 ноября в Москве прошел антифашистский кинофестиваль "Иди и смотри!". В городе, где проходят Русские марши, бьют геев и убивают средь бела дня "нерусских", проводить такую акцию — большая авантюра. А потому организаторам и пришлось шифроваться, скрывать свои имена и адрес фестиваля. Но все обошлось.

Узнать, где проходит этот фестиваль, можно было лишь связавшись с организаторами по телефону. И если звонивший вызывал сомнение, ему давали от ворот поворот. Остальным сообщали, что мероприятие проходит в Центре им. Сахарова.

С 10 по 15 ноября 2007 года в Москве в рамках Международной недели просветительских действий «Хрустальная ночь — Никогда Снова!» прошел Молодежный Кинофестиваль «Иди и смотри!» - кино против ненависти. В программу кинофестиваля вошли художественные и документальные фильмы, посвящённые проблеме ксенофобии и нетерпимости по отношению к лицам иной расы, национальности, вероисповедания и сексуальной ориентации. В продолжение кинопоказов каждый день проводились тематические дискуссии.

A student at Volgograd State University was knocked unconscious by a group of neo-Nazis, who beat him for accidentally bumping into one of them, according to a November 16, 2007 article in the local newspaper
Volgogradskaya Pravda. The youth, identified only by his first name Anton, was walking to class when he accidentally bumped into a young man whom he described as a "skinhead." Seven or eight neo-Nazis then
attacked Anton, knocking him to the ground and kicking him until he lost consciousness. When he awoke, Anton noticed that among several other injuries, someone had carved a swastika on his chest.

President Yushchenko was in Israel recently and responded to criticism for awarding a posthumous medal to a WWII-era Ukrainian nationalist leader accused of killing Jews. He also argued that antisemitism in Ukraine is a "marginal phenomenon." He stated that people have been put on trial and "even punished" for inciting antisemitism, but I can remember only one successful hate speech prosecution in Ukraine since I started working at UCSJ in 1998 (the newspaper "Silski Visti"--whose editors Yushchenko later awarded a medal on two occasions).

The Coalition Against Hate received recognition as UCSJ leaders briefed the congressional joint Commission on Security and Cooperation in Europe (the Helsinki Commission) both on the coalition, the current status of hate crimes in Russia, Ukraine and Belarus, and the importance of the impunity of hate crimes to assessing rule of law and to the conduct of foreign policy.

UN racism rapporteur Doudou Diene, another witness, concluded, "There is an unmistakable resurgence in racist violence conducted, primarily, but not exclusively, by neo-Nazi groups."

Nickolai Butkevich and I will be briefing the U.S. Commission on Security and Cooperation in Europe on Tuesday, November 6, 2007. We are honored to be sitting on the same panel as Dr. Dou Dou Diene, the U.N.'s Rapporteur on Racism, and Dr. Tiffany Lightbourn from the Department of Homeland Security.

We have prepared an extensive Briefing Paper for presentation during the briefing. The Paper entitled "Hate Crimes, Rule of Law and Foreign Policy Concerning the Russian Federation, Ukraine and Belarus"  (http://www.fsumonitor.com/stories/UCSJHateCrimesBriefingPaper.pdf) is one we are proud to present to the Commission and to the public as it brings to light the impunity that perpatrators of hate crimes receive in the former Soviet Union.
