U.N. Panel Concerned With Rise in Racist Attacks in Russia
On On August 4, a Geneva-based U.N. panel questioned whether Russia is doing enough to combat racism, while human rights groups said the government is partly to blame for a rise in hate crime, the Associated Press (AP) reported. Data from Amnesty International and a U.N. investigator showed that the number of racist attacks in Russia has increased since 2002, the U.N. Committee on the Elimination of Racism said. The U.N. panel expressed additional concern that mainstream publishing houses and media outlets in Russia, as well as the Internet promote racist views. The government does not compile figures on racist attacks, AP noted and cited the Moscow-based Sova Information-Analytical Center to the effect that at least 85 people were killed and almost 600 injured in racially motivated attacks last year.

The programme on explanation of the issues of racism and xenophobia is planned to be implemented in Ukraine
It was announce within the meeting of the Ukrainian experts with experts of Consultative Committee of the Framework convention on protection of national minorities rights which took place on 9 April 2008 in MinJust. The results of this visit will be summarized in the report in June 2008.
CE experts were informed about joint agreement of MinJust, MOI and SCNR to implement in Ukraine educational project on xenophobia and racism. This project will include several components. In particular - workshops for Ukrainian judges on racism legal determination.

Coalition Against Hate Recognized in U.S. Congress Briefing
The Coalition Against Hate received recognition as UCSJ leaders briefed the congressional joint Commission on Security and Cooperation in Europe (the Helsinki Commission) both on the coalition, the current status of hate crimes in Russia, Ukraine and Belarus, and the importance of the impunity of hate crimes to assessing rule of law and to the conduct of foreign policy.
UN racism rapporteur Doudou Diene, another witness, concluded, "There is an unmistakable resurgence in racist violence conducted, primarily, but not exclusively, by neo-Nazi groups."
